ADVERTISEMENT FOR BIDS

NOTICE is hereby given that sealed Bids, as that term is defined in the Contract Documents referenced herein, shall be received by the North Bergen Municipal Utilities Authority (referred to herein as the "Authority" or “Owner”), at its offices located at 6200 Tonnelle Ave., North Bergen, New Jersey, on Thursday, June 20, 2019 at 1:30 p.m., for the following Project:

CSO SYSTEM CENTRAL PUMP STATION ELECTRICAL
REHABILITATION TO MITIGATE FLOOD HAZARD PROJECT

No Bids shall be received other than at the time and place herein designated herein.  Bids shall be hand delivered or received by the Authority by courier service (including but not limited to Fed Ex, UPS, DHL, etc.).  The time for preparing bids exceeds the 10-day minimum established by N.J.S.A. 40A:11-23.

At the time and place herein designated, the sealed Bids shall be publicly opened and read aloud at the Authority’s offices located at 6200 Tonnelle Ave., North Bergen, New Jersey, New Jersey at 1:30 p.m.

Bids shall be hand written on the forms furnished by the Authority in the Contract Documents, as that term is defined in the Contract referenced herein, and prepared and submitted in the manner designated therein. 

Contract Documents can be obtained and examined on or after May 6, 2019 at the office of the Owner, North Bergen Municipal Utilities Authority, 6200 Tonnelle Ave., North Bergen, New Jersey 07047, phone 201-422-0100, fax 201-422-0940, during regular business hours between 9:00 a.m. and 4:00 p.m. or by submission to the Owner of a written request on or after May 6, 2019, for postal or overnight delivery to Bidder.   A non-refundable payment of $200 by check made payable to North Bergen Municipal Utilities Authority, plus any postal delivery charges, will be required for each set of Contract Documents taken.  Questions regarding the Contract Documents should be directed to the Engineer, Morehouse Engineering, 43 Railroad Place, Hopewell, NJ 08525, email sky@morengineering.com.

The Scope of Work shall include the complete replacement of the pump station’s power and control systems including bringing in a new Utility service, supply and installation of a new integrated power assembly (IPA) with all related electrical service entrance and motor control gear, foundations, walkways and stairs.  The work includes the relocation of the existing 750kW diesel fueled generator and the rehabilitation of the generator’s weather enclosure.   The work includes the removal of the electrical gear from the existing site electrical building and the rehabilitation of that building including painting and masonry.  The work also includes the removal of legacy equipment and related conduit and wires. The site is located at 4300 Westside Ave., North Bergen, New Jersey 07047 as shown in the Contract Documents.

The term of the Contract for the Work shall be for a period anticipated to commence on or about July 15, 2019 and shall continue through July13, 2020, for a total of 1 calendar year or 365 calendar days.

A Pre-Bid Meeting is scheduled for May 15, 2019 @ 10:00 a.m. The meeting will be held at the Authority offices located offices located at 6200 Tonnelle Ave., North Bergen, New Jersey 07047.  A site visit will follow the meeting.  It is recommended that all bidders attend this meeting.

A certified check, cashier's check or Bid Bond in the amount of ten percent (10%) of the Base Bid, as specified in the Bid submitted by the Bidder, but not in excess of $20,000.00, whichever is lower, must be submitted with the Bid as a guaranty that if a contract is awarded by the Authority, the Successful Bidder shall execute the Contract required by the Contract Documents.  The surety or sureties issuing any Bid Bond as required by the Contract Documents shall be licensed and/or authorized to transact business in the State of New Jersey and shall be acceptable to the Authority. 

Contractor shall be required to comply with the requirements of the Law Against Discrimination, N.J.S.A. 10:5-31, et. seq. and the Equal Employment Opportunity and Affirmative Action Rules set forth at N.J.A.C. 17:27-1, et seq. and the Americans with Disabilities Act of 1990, 42 U.S.C. §12101, et seq., as applicable. 

Additionally, a copy of the Business Registration Certificate issued by the New Jersey Department of Treasury, Division of Revenue, for the Bidder and subcontractors must be submitted prior to the award of the Contract in conformance with N.J.S.A. 52:32-44. The Successful Bidder, as that term is defined in the Contract, shall be required to comply with all provisions of the New Jersey Prevailing Wage Act, N.J.S.A. 34:11-56.25, et seq., as applicable, the Federal Labor Standards, and the American Iron and Steel Provisions of P.L. 113-76, and all other Applicable Laws.

The Authority will be self-funding this project.

All questions that Bidders may have regarding the Bid Documents shall be submitted in writing to the Engineer, Morehouse Engineering, PO Box 205, 43 Railroad Place, Hopewell, NJ 08525, or by electronic mail to Sky@morengineering.com, by 2:00 p.m. prevailing time on Wednesday, May 29, 2019.  Based on the questions submitted, the Authority may provide answers which may be in the form of an Addendum to the Bid Documents.  In accordance with N.J.S.A. 40A:11-23, all addenda must be issued no later than seven (7) working days prior to the final date fixed for receiving bids, Tuesday, June 11, 2019.  The Authority reserves the right to modify or change any of the Bid Documents by issuance of Addenda.

In the event that a potential bidder obtains the Contract Documents in any manner other than as specified herein, the Authority will not have the contact information of the potential bidder for purposes of issuing bid addenda, if any.  The non-receipt of any addenda (in the event that any addenda are issued) and the failure of the bidder to acknowledge the receipt of any and all addenda at the time of bid shall be considered a fatal defect in such Bidder’s submission and said Bid shall be immediately rejected. Therefore, if a potential bidder obtains the Bid Documents in any manner other than as specified herein, said Bidder shall promptly provide written notice to the Authority accordingly.

Bids shall be prepared and submitted in the manner designated and shall also be accompanied by all information requested in the Contract Documents.  Bids shall be enclosed in a sealed envelope addressed to the Executive Director of the Authority, bearing the name and address of the Bidder, and designated as follows: “CSO SYSTEM CENTRAL PUMP STATION ELECTRICAL REHABILATATION TO MITAGATE FLOOD HAZARD PROJECT”

The Authority expressly reserves the right to reject any and all Bids and/or to waive any informalities in accordance with the New Jersey Local Public Contracts Law, N.J.S.A. 40A:11-1, et seq.
